Will FOWLES (Ringwood) (09:55): I rise today in strong support of treaty in Victoria. Good government listens. Good government consults. Good government gives people the opportunity to be heard. Through Gellung Warl, treaty provides a permanent structure for that consultation and that listening to happen – consultation that is so important with Victoria’s First Nations people. Importantly, treaty takes nothing away from anyone else. It does not diminish the rights or the opportunities or the voice of any other Victorian. It simply ensures that First Nations communities have a structured and ongoing way to engage with government and engage with Parliament on the decisions that affect them. This principle is not weird. In fact it is a very simple principle. We consult with businesses about decisions affecting them. We consult with workers about decisions affecting workers. We consult with local communities about decisions affecting local communities. We consult with patients about their health care. Why not provide a permanent structured consultation mechanism for First Nations people in Victoria? It is a very simple principle, and it ought to be respected by every single member of this place. Government makes better decisions when it listens to people with direct experience and people who understand the practical implications of their decisions. That is what treaty provides, and that is why treaty will be defended to the hilt at this election in November.
