 Anthony CARBINES (Ivanhoe – Leader of the House, Minister for Artificial Intelligence and the Digital Economy, Minister for Major Events, Minister for Medical Research, Minister for Racing, Minister for Economic Development) (10:37): I move:

That this house:

(1)   agrees with the request of the Legislative Council and rescinds joint standing order 25, effective from 1 ‍December 2026; and

(2)   sends a message to the Legislative Council informing them accordingly.

Just to continue on those matters briefly, joint standing order 25 was created solely to govern joint sittings held to elect parliamentary members to the board of the Victorian Responsible Gambling Foundation. Joint standing order 25 no longer has any legal or practical operation, and rescinding it removes an obsolete provision without affecting Victoria’s ongoing work to prevent and respond to gambling harm. The government therefore supports the Procedure Committee’s recommendation to rescind joint standing order 25, ensuring Parliament’s procedural framework remains accurate, coherent and fit for purpose.

 James NEWBURY (Brighton) (10:38): I also rise in relation to the motion that relates to joint standing order 25. I will read the standing order review at page 13, which has come from the Council, which recommended that:

The Victorian Responsible Gambling Foundation Act 2011 has been repealed and the Victorian Responsible Gambling Foundation has been abolished. Therefore, Joint Standing Order 25 relating to joint sittings under the Victorian Responsible Gambling Foundation Act 2011 is no longer required.

And I note that, as I am advised, members across the aisle in the other place supported that review and the outcomes of that review by way of recommendation. Therefore the coalition will not be opposing that recommendation being put in place through this motion today.
