Council’s amendments

Message from Council relating to following amendments considered:

1.   Clause 1, page 3, lines 8 and 9, omit “statute law revision amendment” and insert “technical amendment in relation to the publication of information”.

2.   Clause 31, line 3, omit “Statute law revision” and insert “Publication of information”.

3.   Clause 31, line 6, before “that subsection” insert “subsection (5) of”.

4.   Clause 31, line 7, omit ‘“that section”;’ and insert ‘“subsections (5) and (6) of that section”.’.

5.   Clause 31, lines 8 and 9, omit all words and expressions on these lines.

6.   Long title, omit “statute law revision amendment” and insert “technical amendment in relation to the publication of information”.

That the amendments be agreed to.

In summary, these are short and straightforward technical amendments that ensure that the early childhood education and care provisions in the original bill can be operationalised effectively. Last year, on a bipartisan basis, we passed significant child safety changes to the Education and Care Services National Law Act 2010. This included Victoria-specific provisions that modified the national law as it applies in Victoria. This was because we wanted to ensure that the early childhood regulator, the Victorian Early Childhood Regulatory Authority, had the strong powers it needs to support children’s safety, including the publishing of information. The amendment before us ensures that the provisions regarding the ability for VECRA to publish information can be operationalised effectively, as has always been the intent of both sides of this chamber. This technical amendment is consistent with our commitment to make the safety, rights and best interests of our children paramount and to give the early childhood regulator strong powers to support children’s safety. I commend these amendments to the house.
