 David LIMBRICK (South-Eastern Metropolitan) (19:04): (2644) My adjournment matter this evening is for the attention of the new Premier. It is good that the Premier announced a royal commission into corruption in the construction sector. During question time in the Legislative Assembly the Premier made clear that it would have ‘exhaustive terms of reference’. These are encouraging words, but let us see if the actions match the rhetoric. Problems with bikies and criminals infiltrating government infrastructure programs did not start with the North East Link and did not start recently. Through 2012 and 2014 there was widespread reporting on problems with the desalination plant in east Victoria. Some of the claims produced from whistleblowers included shop stewards witnessing drug deals on site; a bikie employed with the support of management who was sacked after he was caught sleeping in his car when he was being paid to work; drug testing being used rarely due to pressure from unions; bikies that were working on the project encouraging midweek parties where drugs and strippers were abundant; and a former supervisor who was charged with drug trafficking telling a jury that he snorted cocaine before work and during onsite smokos and that it was common for others in the workforce to use amphetamines, which all sounds quite familiar. If there is going to be a true accounting of what has gone wrong with corruption and organised crime infiltration of large-scale government projects, it absolutely must be broad enough to examine what has happened at the desalination plant construction site. It is not just some story about the distant past either. The Sentinel-Times reported in December last year about the ongoing impact of locals who became addicted when exposed to the drug-riddled desal plant build. My request to the Premier is to ensure that the scope of the royal commission allows an examination of what happened at the desal plant construction site and that any corruption and criminal activity is appropriately examined.
