Firearms Amendment Bill 2026
Introduction and first reading
That I introduce a bill for an act to amend the Firearms Act 1996 to ensure the continuation of the firearm prohibition order scheme, to make further provision for the categorisation of firearms, to increase penalties for certain offences and to impose a citizenship requirement and a firearms background check requirement on the holding of a licence, to make consequential amendments to the Firearms Amendment Act 2018 and for other purposes.

Anthony CARBINES (Ivanhoe – Leader of the House, Minister for Police, Minister for Community Safety, Minister for Victims, Minister for Racing) (10:13): This bill delivers on the government’s response to the Ken Lay review by further strengthening Victoria’s firearms laws. The bill will strengthen background checks for applicants for a firearms licence and increased penalties for those who breach firearm prohibition orders or who commit firearm trafficking offences.
