Corrections Amendment Bill 2026
Introduction
That I introduce a bill for an act to amend the Corrections Act 1986 to provide that a prisoner’s right to be in the open air is subject to operational considerations and for other purposes.

Brad BATTIN (Berwick) (09:35): I just ask for a brief explanation of the bill.
Paul HAMER (Box Hill – Minister for Local Government, Minister for Youth Justice, Minister for Corrections) (09:35): The bill responds to the recent Supreme Court decision regarding prisoners’ access to open air while in high-security management units. It introduces qualifications on their right to open air as well as limits any liability of the state arising from the court decision.
