Transport Infrastructure and Planning Legislation Amendment Bill 2024
Introduction and first reading
That I introduce a bill for an act to amend the Major Transport Projects Facilitation Act 2009, the Planning and Environment Act 1987, the Road Management Act 2004, the Suburban Rail Loop Act 2021 and the Transport Integration Act 2010 and for other purposes.

Danny PEARSON (Essendon – Minister for Transport Infrastructure, Minister for the Suburban Rail Loop, Assistant Treasurer, Minister for WorkSafe and the TAC) (12:05): The objective of the bill is to continue the government’s strong commitment to developing and delivering priority precincts and major transport projects. In doing so this will aid Victorians with better housing, transport, employment opportunities and access to health, education and other critical services and amenities. The bill will further extend and modernise the Major Transport Projects Facilitation Act 2009 to better facilitate the development and delivery of all major transport projects and precincts. This will allow for more timely and efficient delivery of major transport projects and precincts in accordance with the government’s priorities while maintaining safeguards. The current delivery powers to support precincts are not fit for purpose and are scattered across legislation. To address this, the bill will enable the Premier to declare precinct projects under the Planning and Environment Act 1987, and this will enable access to the Major Transport Projects Facilitation Act 2009, delivering powers for precincts to minimise existing challenges.
