James NEWBURY (Brighton) (14:32): (1830) My constituency question is to the Premier, and I ask: when will the state Labor government stop First Avenue Homes and its operators from preying on the community? For eight years the state Labor government ignored the behaviour of First Avenue Homes, operated by Anthony Karlovic, who have preyed upon families while running up over 160 legal appearances as well as falsified compliance certificates, fraudulent invoices, false statutory declarations, major structural defects, the Building and Construction Industry Security of Payment Act 2002 weaponised as a falsified debt weapon and violence and intimidation against families – all reported to five state bodies. No-one acted. Days after VCAT orders in which Mr Karlovic was personally named in legal proceedings, the company was put into voluntary liquidation. The orders died with it and the debts died with it – millions in taxpayers costs and millions taken from honest families. Despite a suspension registration, Mr Karlovic is now using his father’s company, Hudson Rise Developments, to work around phoenixing laws. Assets, titles and cash have been moved into family trusts and self-managed super to defeat clawback.
