Bills

Racing Legislation Amendment (Entity Governance and Other Matters) Bill 2026

Council’s amendments

Message from Council relating to following amendments considered:

1.   Part heading preceding clause 7, omit this heading.

2.   Clause 7, omit this clause.

3.   Clause 8, omit this clause.

4.   Clause 9, omit this clause.

5.   Clause 10, omit this clause.

Anthony CARBINES (Ivanhoe – Leader of the House, Minister for Artificial Intelligence and the Digital Economy, Minister for Major Events, Minister for Medical Research, Minister for Racing, Minister for Economic Development) (13:22): I move:

That the amendments be agreed to.

In making some brief comments on the amendments from the Legislative Council, the government supported these amendments in the other place, albeit somewhat reluctantly. The intent of the provisions the amendments remove was to clarify Racing Victoria’s existing powers and functions as the thoroughbred regulator in this state. The government saw nothing particularly controversial in that. These are powers RV exercises on a daily basis and has done so since its establishment some quarter of a century ago. But to secure the other important reforms in the bill we have agreed that more work needs to be done on the governance arrangements for the thoroughbred racing industry. That is a much more significant piece of work than we are able to deal with here, and that is why we have agreed to these amendments. We will now go away and seek further advice from the racing integrity commissioner and others on these matters. But in order to secure the important governance and integrity reforms that the government always considered to be the substantive purpose of the legislation we somewhat reluctantly agreed to the amendments passed in the other place, and I commend them to the house.

James NEWBURY (Brighton) (13:23): I will just speak briefly, as the shadow minister is in Porepunkah for the commemoration of the first anniversary, as you would expect him to be. I understand these amendments initially came from the member for Gippsland East as the then Shadow Minister for Racing, and we therefore will support them. The shadow minister now has worked through these amendments, which were originally, as I am advised, developed by the member for Gippsland East. On that basis, as they are amendments initiated by the coalition, we will support them.

Motion agreed to.

The DEPUTY SPEAKER: A message will now be sent to the Legislative Council informing them of the house’s decision.
