Questions without notice and ministers statements
Premier
Jess WILSON (Kew – Leader of the Opposition) (14:02): My question is to the new Premier. Only last month the Premier said:
I’ve got a young daughter at home, and I couldn’t be more proud to make sure she grows up knowing that I supported Jacinta Allan …
How can Victorians possibly believe this Premier can act with integrity when governing Victoria when he cannot even be honest with his own daughter?
Colin Brooks: On a point of order, Speaker, as you will be aware, Rulings from the Chair has a very clear set of guidelines on questions in chapter 22. It says:
The matter must relate to Government administration or policy and be directed to the minister responsible …
and not seek opinion, which is how the question has been framed.
James Newbury: On the point of order, Speaker, I understand of course that under this government integrity has not been at the core of government, but this question goes to integrity in the governing of Victoria. It is a very important question, very reasonable and of course in order.
The SPEAKER: I will allow the question.
Ben CARROLL (Niddrie – Premier, Minister for Education, Minister for WorkSafe and the TAC, Minister for Medical Research) (14:03): A group of my colleagues approached me yesterday and told me that the Premier had lost the support of the caucus. So there had been a change in circumstances, and I am –
Members interjecting.
The SPEAKER: Order! Members will come to order. Members will be removed from the chamber without warning.
Jess WILSON (Kew – Leader of the Opposition) (14:04): When will the Premier look Victorians in the eye and apologise for deceiving his daughter and demonstrating that he lacks the necessary integrity to govern Victoria?
Members interjecting.
The SPEAKER: I could not hear the question. Members, I am on my feet. Order! The member for Gippsland East can leave the chamber for half an hour. Leader of the Opposition, repeat your question without assistance from the house.
Member for Gippsland East withdrew from chamber.
Jess WILSON: When will the Premier look Victorians in the eye and apologise for deceiving his daughter and demonstrating he lacks the necessary integrity to govern Victoria?
Anthony Carbines: On a point of order, Speaker, that is not a matter of government business. The opposition leader should be held to account, and it should be ruled out of order.
James Newbury: On the point of order, Speaker, the supplementary is clearly linked to the original question, which you have already ruled in order.
The SPEAKER: The Premier can answer the question in the way he chooses. I will allow it.
Ben CARROLL (Niddrie – Premier, Minister for Education, Minister for WorkSafe and the TAC, Minister for Medical Research) (14:05): I think someone is a little bit upset over there. I think someone has realised the Fresh Start tour was the False Start tour.
Members interjecting.
The SPEAKER: The member for Polwarth is warned.
