Rowville electorate planning

 Kim WELLS (Rowville) (10:00): I rise today to give voice to deeply frustrated residents in my electorate of Rowville, whose local amenity and neighbourhood character is now being systematically destroyed by this tired and arrogant state Labor government. Last week, Knox City Council was forced to approve a highly inappropriate residential multiunit development in Murray Crescent, Rowville. The local community strongly objected. Most local Knox councillors objected. However, their hands were tied and they were completely silenced by the state government’s draconian Victorian state planning amendment VC267, which inserted a new clause 55 into all LGA planning schemes, introduced in March 2025. Under Labor’s new clause 55 deemed-to-comply pathway, if a developer merely ticks a box, the council is stripped of its power to consider local neighbourhood character policies. Worse still, this pathway entirely strips my constituents of their third-party review rights, barring them from taking their objections to VCAT. Rowville has a unique and highly valued neighbourhood character, defined by spacious backyard open garden settings and deliberate transition zones. Victorians deserve better. Under a Liberal–Nationals government, we will implement our More Homes, More Choice policy for the 2026 election and restore the local voice to planning in our middle and outer suburbs.
