That this house condemns the Leader of the Opposition for her plan to cut $40 billion from services Victorians rely on, including back office staff at the Department of Health who coordinate Victoria’s mental health system, undermining Labor’s landmark mental health reforms and leaving Victorians without the support they need when they need it most.

James Newbury: On a point of order, Speaker, the government have been frivolously moving motions this morning which we have been happy to debate one by one. Every time the opposition previously moved a motion which the government had not agreed to, they said no, and before the motion has finished you stopped the motion from being read out. Knowing that their motions are frivolous, we are now calling no to every single motion because they have not got the guts to debate it.
The SPEAKER: I am not sure what the point of order is, Manager of Opposition Business.
James Newbury: The point of order is that once we call no, that is the end of it.
The SPEAKER: Order! I am the Chair. They are my rulings.
Anthony Carbines: Speaker, on the point of order, it is difficult for members to make a determination on whether to grant leave or not if they cannot hear the notice in the first instance or a member is not allowed to put their notice for a consideration to be made. I also make the point that these matters rely on cooperation. This cuts both ways to the Manager of Opposition Business if that is the way he wants the house to operate.
The SPEAKER: I would ask members to show some respect across the chamber. If a member is on their feet and they want to give a motion by leave, then they should be entitled to be heard. That motion by leave should be heard. I cannot hear, and I would ask members to at least wait until I put the question.

James Newbury: On a point of order, Speaker, I refer to your previous rulings where you have ruled that at any time from the point at which a member has been given the call, a no can be called and they must immediately stop. Your ruling today is contrary to that.

The SPEAKER: I remind members that until I have actually heard a little bit of the motion by leave at least, it is very hard to know what that motion by leave is. I ask members again to show some respect to members on their feet. Member for Broadmeadows!
