 Wendy LOVELL (Northern Victoria) (13:08): (2589) My question is for the Minister for Roads and Road Safety. Will he ensure that commercial freight operators who pay the full heavy vehicle registration are not disadvantaged by competitors misusing the primary production concession? A concession for primary producers allows them to pay a much lower heavy vehicle registration fee than commercial freight operators. One of my constituents is concerned that some commercial operators may be misusing the primary producer heavy vehicle registration as a loophole to register vehicles that carry out freight transport work that is beyond the intended purpose of the concession. This puts commercial operators who follow the rules and pay the much higher rego fee at an unfair disadvantage. In New South Wales concession applicants need to prove their status with a tax office assessment, but Victoria only requires a letter from an accountant. Heavy vehicle regulation should be nationally consistent, and Victoria must ensure that its rules maintain fairness across the transport industry.
