Investigate Victoria Police conduct during the COVID-19 response
The Petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that it is important for Victoria Police to operate in compliance with the law and with consent and co-operation of the public. Special arrangements given under the Chief Health Officer’s (CHO) directives meant that unprecedented powers have been provided to Victoria Police, with no accompanying arrangements for accountability.

Victoria Police’s conduct has exposed friction between the exercise of powers to protect the health of Victorians and the principles that underpin our democracy. Victoria Police have acted as the executive branch of Government’s enforcement arm, wielding control over Victorian citizens under the CHO directives to restrict their freedoms in the name of health. This has not been without incident and public confidence in Victoria Police has diminished.

Transparency, public scrutiny of information and decision-making are essential principles of a representative democracy. The time has come for Victoria Police to be subjected to scrutiny under these principles. Collection of information on Victorian citizens who are politically opposed to the measures is particularly concerning and reminiscent of an Eastern Bloc police force rather than that found in a liberal democracy.
The petitioners therefore request that the Legislative Council establish an inquiry to investigate and report on the conduct of Victoria Police during the COVID-19 response, including the impacts on the democratic rights of Victorians.
