E-scooter legislation reform
The Petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that current e-scooter legislation only allows rental scooters in the local government areas of Ballarat, Melbourne, Port Phillip and Yarra. Legislation allows rental scooters to travel at speeds of 20 kilometres per hour, while it is illegal to ride a privately owned scooter with the same specifications.

The legislative restrictions on privately owned e-scooters are absurd and poorly considered. The legislation classifies e-scooters the same as a motor vehicle but does not allow citizens to register their e-scooter and allows citizens to purchase these ‘illegal vehicles’. This legislation is a perfect setup for disaster and is unfair. There is no merit in not allowing privately owned scooters while rental scooters are allowed.

E-scooters are very popular and are used by many people all over the world. Sooner or later e-scooters will be a normal form of our everyday travel.
The petitioners therefore request that the Legislative Council call on the Government and the Department of Transport to review and reform e-scooter legislation, focusing on their use and safety and allowing access and use for appropriate personnel.
