Review motor vehicle inspection periods
Grievance
The Petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that motor vehicles release heavy fumes which are harmful to nature and people. Victoria, like most Australian states does not mandate annual inspections of motor vehicles and it is very common to see a car that has not been regularly maintained being driven and releasing harmful gases. Aged vehicles are within the scope of this concern, as it is not as necessary for new vehicles to require annual exhaust checks.

Along with releasing harmful gases, modified and noisy exhausts are a disturbance for many people, specifically to those living close to streets and roads. This discomfort is of a cost to many people as it is only a small minority that enjoys this noisy modification.

For the last decade, Europe has enforced annual checks and as a caring state, Victoria should do the same. Annual motor vehicle inspections, including exhaust checks, should be mandatory to regulate vehicle maintenance. As a result, people can live in better conditions and Victoria can assist in approaching the global climate change target.
Action
The petitioners therefore request that the Legislative Council call on the Government to review the current motor vehicle inspection periods, introduce mandatory regular vehicle inspections and accommodate a solution that ultimately provides a mentally and physically healthy environment for all residents.
