Offer vaccinations at COVID-19 testing centres
The Petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that there are approximately twice as many COVID-19 tests being undertaken as there are COVID-19 vaccines being administered on a day-to-day basis. The testing centres present a massive opportunity to administer vaccinations to those who choose it.

In accordance with industry best practice risk management, the hierarchy of controls prioritises engineering controls, such as vaccines, to isolate people from the hazard over administrative and personal protective equipment controls, such as lockdowns, testing and mask wearing. While these tactics have a place, they should be subordinated to the higher order of control within the risk management hierarchy of controls available, which is vaccinating those who want to be vaccinated. Testing is not the most important thing we can do. Getting vaccinated is and should be prioritised.
The petitioners therefore request that the Legislative Council call on the Government to provide training, resources, and regulatory approval for COVID-19 testing centre staff to administer the available COVID-19 vaccine as a priority over offering COVID-19 testing, which should be retained as a secondary measure of risk management.
