Casino and Liquor Legislation Amendment Bill 2022
Introduction and first reading
That I introduce a bill for an act to amend the Casino Control Act 1991, the Gambling Regulation Act 2003, the Liquor Control Reform Act 1998, the Victorian Gambling and Casino Control Commission Act 2011 and other acts in relation to casino regulation, to provide further for the Victorian Gambling and Casino Control Commission, to establish the Victorian Liquor Commission and for other purposes.

Ms HORNE (Williamstown—Minister for Ports and Freight, Minister for Consumer Affairs, Gaming and Liquor Regulation, Minister for Fishing and Boating) (12:08): The bill will finalise the establishment of the Victorian Gambling and Casino Control Commission to increase its oversight of the Melbourne casino, including implementation of further recommendations of the Royal Commission into the Casino Operator and Licence. The bill will also confer new powers and functions on the VGCCC and its casino inspectors, embed harm minimisation in its functions and objectives and provide for the transfer of the regulation of liquor to a new regulator within the Department of Justice and Community Safety.
