Mr HAYES (Southern Metropolitan) (14:03:363:): (1765) My constituency question is to the Minister for Planning. Residents of Boroondara and Glen Eira have asked me why the government is not leading the charge for strong statewide baseline environmentally sustainable development, ESD, guidelines in the planning scheme given 31 Victorian councils have combined with the Council Alliance for a Sustainable Built Environment, CASBE, to develop and coordinate consistent ESD policy in their collective planning schemes. Residents would like to ask the minister: why do councils have to go it alone in this process?
