The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that the undersigned Aboriginal and non-Aboriginal Victorians call on the Victorian Parliament to repeal the Statewide Treaty Act 2025. Many Aboriginal people have raised serious concerns about the Treaty framework. Their voices have been ignored, resulting in a process lacking cultural authority, accountability, and genuine consent.
Treaty has prioritised bureaucracy over real outcomes. The model builds committees and institutions while failing to deliver essential services. Elders and Custodians were excluded. Elders report their authority was bypassed and native title rights were sidelined. A Treaty without free, prior, informed consent is not legitimate. Corporations cannot replace cultural lore. Government negotiations prioritise incorporated Traditional Owner entities, but corporations are not Elders and committees are not Custodians.
Treaty deepens division. Many Aboriginal and non-Aboriginal groups feel unrepresented, unheard, and pressured by government-imposed frameworks. A Treaty that divides instead of unites cannot heal.
The petitioners therefore request that the Legislative Council call on the Government to repeal the Statewide Treaty Act 2025 and restore equality.
