Petition Publish final business cases for government funded major capital projects

The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that major capital projects involve significant public expenditure and long-term financial commitments for Victorian taxpayers. Sound decision-making requires robust business cases that assess project costs, benefits, risks, delivery options and value for money before substantial public funds are committed. Greater transparency regarding business cases and project justifications would strengthen public confidence, improve accountability and enable Parliament and the community to better understand the basis upon which major infrastructure investments are approved.

The petitioners therefore request that the Legislative Council call on the Government to publish the final business cases for government funded major capital projects, including cost estimates, benefit-cost analysis, key assumptions, project risks and procurement strategies, subject to appropriate commercial and security exemptions, and to provide annual updates where significant changes to project scope, costs or delivery timeframes occur.
