This petition of residents in Victoria draws to the attention of the Legislative Assembly that across the state, fast-track planning pathways are stripping away basic safeguards that protect communities. Developments are being approved without local government oversight and residents are being denied their long-standing right to appeal through VCAT. When due process is removed, poor planning follows, leading to lasting problems with safety, access and amenity. Ministerial Planning Application PA2604170 at 674 High Street, Prahran shows exactly what can go wrong. This fast-tracked, six-storey, 50-unit social housing proposal bypassed council oversight and removed appeal rights. Serious concerns with the development include: a single lift for older residents; all servicing and waste collection forced through a narrow one-way street with no loading bay; just five car spaces for 50 dwellings; excessive height and overshadowing; and a Traffic Impact Assessment based on New South Wales data rather than local conditions. Community input and independent reviews ensure developments are safe, functional, and appropriate for their surroundings. Removing these checks undermines outcomes for both current and future residents. Action:

The petitioners therefore request that the Legislative Assembly calls on the Minister for Planning to meet with affected local residents before any final decision is made on Planning Application PA2604170.
