		The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that lowering the minimum age for a probationary licence to 17 would align Victoria with most other Australian states and provide numerous practical benefits.
A driver’s licence is a vital tool for young people, offering them the freedom to access education, employment, and social opportunities. For many living in rural and regional areas with limited public transport, being able to drive is a necessity rather than a convenience. Allowing 17-year-olds to obtain a probationary licence would empower them to take on part-time jobs and participate in their communities more effectively without relying on their parents.
Furthermore, Victoria’s graduated licencing system, which includes a minimum of 120 supervised hours and a long probationary period, is already one of the most rigorous in the country. Allowing a 17-year-old to get their probationary licence would simply extend the period of supervised and restricted driving, allowing them to gain more experience under safer conditions before they gain their full licence. A 17-year-old has the maturity to handle these responsibilities, and this change would better prepare them for safe solo driving.
The petitioners therefore request that the Legislative Council call on the Government to lower the minimum age for a probationary driver licence to 17.
