The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council the need for an on-demand video service of recordings of parliamentary proceedings.
The business of the Victorian Parliament is something that affects all Victorians, which is why, as members of the public, we should be able to access modern technology to view parliamentary proceedings in its most accessible form.
Many parliaments across Australia, including Tasmania, ACT, Queensland and the Federal Parliament use a video on demand service whereby members of the public can access video recordings and use search functions to access specific records. This is a process that may be more convenient and accessible than Hansard for the general public to stay informed of the proceedings within the Victorian Parliament. The Victorian Parliament needs to remain progressive in its administrative duties and adopt an on-demand video service that is easily accessible and usable for the public.
The petitioners therefore request that the Legislative Council call on the Government to enter into discussions with the Parliament in relation to funding that would be required for the Department of Parliamentary Services to expand the video on demand service so that it is accessible by the general public, as recommended in the Legislative Council Procedure Committee September 2017 report titled Video on demand.
