The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council the need to establish an independent Police Conduct Commission that is a standalone statutory body dedicated to investigating and overseeing complaints, misconduct, and corruption involving Victoria Police, and is separate from the Independent Broad-based Anti-corruption Commission (IBAC). While IBAC currently holds jurisdiction over police corruption as part of its broader public sector remit, Victoria has no dedicated, standalone body focused exclusively on policing, unlike other Australian jurisdictions such as New South Wales.
We request that the Parliament of Victoria consider and act on the creation of a dedicated Police Conduct Commission with its own investigative powers, resourcing and public reporting obligations to strengthen transparency, accountability, and trust in policing across the State.
The petitioners therefore request that the Legislative Council call on the Government to establish an independent Police Conduct Commission.
