Petition Conduct an independent performance and financial review of the Suburban Rail Loop

The petition of certain citizens of the State of Victoria draws to the attention of the Legislative Council that the Suburban Rail Loop is one of the largest and most significant infrastructure investments ever undertaken by the State of Victoria. Given its substantial estimated cost, long delivery time frame and reliance on staged funding, the project represents a significant long-term financial commitment for Victorian taxpayers. The scale and complexity of the project require robust governance, transparent reporting and effective oversight to ensure value for money, prudent financial management and timely delivery. Greater public transparency regarding project costs, funding arrangements, risk management and progress is essential to maintain public confidence and enable Parliament to effectively scrutinise this major investment.

The petitioners therefore request that the Legislative Council call on the Government to commission an independent performance and financial review of the Suburban Rail Loop, including project costs, funding arrangements, procurement, governance, risk management, delivery milestones and value for money, and to publicly release regular progress reports and table the findings and recommendations of the review in Parliament.
