Following allegations made in the Legislative Assembly on December 16th 1914 the Royal Commission was established to inquire into charges of dishonest trading by tradesman supplying the John Murray and improper treatment of the trainees. The chief complainant and witness was John Hill Sampson, ex-steward on the John Murray. Charles Henry Robbins, ex engineer on the John Murray, was also party to the allegations and furnished a sworn declaration. He had, however, left Victoria for New Zealand and was not available for examination
