Due to the unsatisfactory nature of the Board's Annual Report 30th June 1914, the Commission asked the Premier to allow three experts (J. A. Norris (accountant to the Treasury), J. Mitchell (inspecting officer under the Audit Acts) and W. McIver (accountant Lands Dept.)) to examine the annual statement and Departmental records in order to establish the true financial position and disclose losses that had been admitted in evidence. Their evaluation is included in the progress report [p. 45-50]
