Court and VCAT consultation reports
The Committee engaged Dr Ian Freckelton SC to undertake research with judicial officers and court and VCAT staff in relation to their experiences with vexatious litigants. As part of the terms of reference for this inquiry, the Committee was required to look at the effect of vexatious litigants on the justice system. The Committee engaged Dr Freckelton to undertake confidential interviews with judicial officers and court and VCAT staff so that it could better understand what impact vexatious litigants have on the court system. Dr Freckelton completed two reports based on his research, both of which are available for download as PDF files.

Final report
The Committee tabled its final report in Parliament on 4 December 2008. The Committee made 32 recommendations aimed at preventing and managing vexatious litigants in the justice system where possible, and restricting access to the courts only in serious cases.
