Terms of reference
The terms of reference are instructions which explain what a committee has been asked to do, what topics it should focus on, and how its members will work together to achieve its shared goals.
On 10 September 2025, the Legislative Council agreed to the following motion:
That this House requires the Economy and Infrastructure Committee to inquire into, consider and report, by April 2026, on Transurban’s categorisation and tolling of private use of utility vehicles including:
(a) the financial burden placed on owners of these vehicles;
(b) differences in the categorisation of these vehicles in NSW;
(c) whether this categorisation is justified in light of:
(i) the profits derived by Transurban from its CityLink tollway; and
(ii) toll increases from July 2025.
