This inquiry is looking at the planning, management and conduct of the 2025 Prahran and Werribee by-elections by the Victorian Electoral Commission (VEC).
We’re considering:
- the way the VEC managed the by-elections
- the conduct of VEC staff
- any possible improvements to the way the VEC manages elections
- factors influencing voter turnout.

Terms of reference
The terms of reference are instructions which explain what a committee has been asked to do, what topics it should focus on, and how its members will work together to achieve its shared goals.
That this House refers an inquiry into the conduct of the 2025 by-elections for the Districts of Prahran and Werribee to the Electoral Matters Committee for consideration and report no later than 8 December 2025 and the Committee should examine:
- the conduct of, and processes implemented by, the Victorian Electoral Commission and its officials; and
- voter turnout.
