To the Drugs and Crime Prevention Committee – for inquiry, consideration and report no later than 30 November 2009 on justice and crime strategies in high volume crimes such as theft and property related offences, which often involve young people – and the Committee is to recommend on:

a. causal factors that may influence patterns of high volume crime, with particular emphasis on repeat offences committed by young people; and
b. strategies that may effective in addressing the underlying causal factors or recidivist patterns of offending.
