The Victorian Parliament’s Public Accounts and Estimates Committee is conducting an Inquiry into Victoria’s public finance practices and legislation and in particular will investigate:
- Modernisation of the Victorian public finance system based on world’s best practice;
- New and flexible mechanisms for financial administration and reporting that reflect the changing nature of the Victorian economy and society;
- Simpler and more effective ways of public financial reporting;
- Recent developments in democratic systems including Westminster jurisdictions on government financial and performance management reporting and related matters to the Parliament; and
- Possible future changes to the legislative framework for financial administration and reporting in Victoria.
The Committee invites written submissions from individuals and organisations specifically addressing any aspects of this inquiry, with the aim of enhancing:
- The Victorian public finance system, which includes the management of Parliamentary appropriations;
- Public reporting at a government level (budget papers and ex post periodic reports) and at an agency level, which includes:

- Parliamentary control over public finances and accountability.
The closing date for submissions is Friday, 8 August 2008. All submissions are treated as public documents, unless confidentiality is requested or the Committee exercises its discretion.
