Patrick Sutton was born and educated at Portland and later worked as a journalist with the Argus and the Williamstown Advertiser. He also edited the Victorian Teachers Journal and Vigilante, the journal of the Licensed Victuallers Association. In 1924 he married Mary Lucy McIntosh.
Between 1939 and 1952 he was a member of the South Melbourne City Council, and in 1943-44 he served as mayor. He won the Legislative Assembly seat of Albert Park for the Australian Labor Party in 1950, and held it until his retirement in 1970. Between 1952 and 1955 he was Speaker.
He died at Middle Park and was survived by his wife and two children.
