Oswald Snowball was born in Durham, England, and arrived in Australia in 1868. He qualified as a solicitor and was admitted to practice in 1883. In 1888 he married Ellen Grace Anketell, with whom he had four children. He was a partner firstly in the legal firm Briggs and Snowball (until 1895), then in Snowball and Kaufmann.
He entered the Legislative Assembly as the Member for Brighton in 1909, and held the seat until his death in 1928. In the middle of 1927 he became the Speaker, a position he also held until his death. Snowball was prominent in the Orange Lodge, of which he was Grand Master for 23 years. He died at East Melbourne and was buried in Brighton cemetery.
