Sidney James Plowman was born in Melbourne and in 1964, after working at various jobs in Australia and Papua New Guinea, settled at Glenburn, near Yea, raising fat lambs, wool and beef cattle. He married Prudence Sophie Manifold in 1970. They have three children.

In 1970 he also became a member of the Yea Shire Council, and remained a member until 1973, when he won the Legislative Assembly seat of Evelyn for the Liberal Party. He was Speaker from 1979 until 1982 when he was defeated in the general election. He returned to farming, but was once again endorsed as the Liberal Party candidate for Evelyn in 1983. He regained the seat at the election held on 2 March 1985.

He was re-elected to Parliament in October 1988, October 1992 and March 1996.

Jim Plowman was Minister for Energy and Minerals and Minister Assisting the Treasurer on State Owned Enterprises from October 1992 until March 1996.

Plowman again became Speaker in 1996 and remained Speaker until he retired from the Parliament in 1999.
