Judy Maddigan is the 32nd person to hold the office of Speaker of the Legislative Assembly and was elected on 25 February 2003.
Judy is the first female Speaker of the Legislative Assembly.
Judy was born in Melbourne on 3 February 1948.
Prior to entering Parliament, Judy worked for the Commonwealth Public Service, was a Branch Services Librarian with the City of Maribyrnong and a Councillor with the City of Essendon.
Judy holds a Bachelor of Commerce (Melb), Graduate Diploma of Librarianship (Melb), and, a Masters of Librarianship and Information Services (Conservation and Archives) (Melb).
In March 1996, Judy was elected as a Member of Parliament to represent the Electoral District of Essendon in the Legislative Assembly.
During her time as the Member for Essendon, Judy has served as:
- Opposition Parliamentary Secretary for the Arts (1996-1999);
- Opposition Parliamentary Secretary for Planning (1999);
- Member of the Library Committee (1996-1999);
- Member of the Environment and Natural Resources Committee (1996-1999);
- Member of the Public Accounts and Estimates Committee (1999-2003);
- Member of the Parliamentary Standing Orders Committee (1999 - );
- Deputy Speaker and Chair of Committees (1999-2003).
Judy's interests and community work away from parliamentary life have included:
- Joint Founder with John Sawyer of the "Defend Public Libraries", defending Public Libraries through periods of amalgamation of local Councils and compulsory competitive tendering;
- The banning of outdoor incinerators in the City of Essendon, which won her the State Government "Clean Air Award" for her tireless effort;
- Chairperson of the Ministerial Advisory Council on Libraries 2002;
- Chairperson of the Portrayal of Women in Outdoor Advertising Committee 2001;
- Chairperson of the Essendon Historical Society, assisting in the introduction of the North-West Branch of the National Trust;
- Chairperson of the Friends of the Essendon Library, assisting with the Save the Ascot Vale Library and Equal Opportunity case;
- Member of the Moonee Ponds Courthouse Committee;
- Member of the Wingate Avenue Community Centre Committee;
- Honorary Member of the Strathmore/Gladstone Park Rotary Club;
- Member of the North-West National Trust;
- Former Director of the Victorian Mammography Committee;
- Former Director of the Wholesale Fruit and Vegetable Market Trust.
Judy is married and has one daughter.
