Legislation
Annual Report
concerning
Statutory Rules Series 1998
Ordered to be Printed
By Authority. Government Printer for the State of Victoria
May 1999
No. 43 Session 1999
SR No. 12 Tobacco (Australian Grand
Prix) Regulations 1998
These regulations allow tobacco advertising at the 1998
Australian Grand Prix. The regulations are necessary for consistency between the State of
Victoria and the Commonwealth. They were revoked on 1 April 1998.
SR No. 49 Trans-Tasman Mutual
Recognition (Victoria)(Temporary Exemptions) Regulations 1998
These regulations will ban from sale in Victoria specified
electrical goods made in New Zealand for a period of 12 months unless those goods comply
with Victorian laws. This will give Australian and New Zealand regulators time to assess
whether standards can be harmonised or whether a permanent exemption from the mutual
recognition legislation should be sought.
The regulations are accompanied by a Premier's Certificate
on the basis that Australian manufacturers would be put at a disadvantage in the market if
the exemption regulations were not made because the safety and labelling requirements in
New Zealand are not as high.
The regulations will be automatically revoked on 30 April
1999.
SR No. 79 Residential Tenancies
(Caravan Parks and Movable Dwellings Registration and Standards) Regulations 1998
These regulations essentially remake rules of near
identical title which would have been revoked by virtue of provisions of the new 1997
Residential Tenancies Act.
They cover the registration of caravan parks, standards
for the design of movable dwellings in caravan parks and standards for services in caravan
parks.
They have been made with a Premier's Certificate which
will allow a 12 month period of review and consultation before replacement regulations are
made.
The regulations are automatically revoked on 30 June 1999.
SR No. 86 Transport (Passenger Rail
Corporations) Regulations 1998
These regulations provide that ticket and behavioural
offences which apply to PTC railways will also apply to the five new corporatised entities
which came into being on 1 July 1998. In fact, the regulations basically repeat verbatim
relevant provisions of the Transport (Public Transport Corporation) Regulations 1994, to
ensure equivalent standards.
A Premier's certificate s was issued by the Premier on the
basis that the regulations were new and distinctively different regulations and were
needed to be in place as a matter of urgency.
The regulations were made on 30 June 1998 and will be
automatically revoked on 31 December 1998.
SR No.119 Tobacco (Australian
Motorcycle Grand Prix) Regulations 1998
These regulations are made to ensure consistency between
the Commonwealth and Victorian requirements relating to advertising of tobacco products in
the Australian Motorcycle Grand Prix.
They are of short-term duration only. They were made on 22
September 1998 and automatically revoked on 1 November 1998.
SR No. 160 Tobacco (1999 Australian
Grand Prix) Regulations 1998
These regulations permit the advertising of tobacco
products in connection with Australian Grand Prix functions at Albert Park for the period
of 26 February 1999 until 10 March 1999.
Made on 8 December 1998, these are automatically revoked
on 1 April 1999.
