Appendix 4 - Correspondence concerning Regulations made in 1999


This Appendix contains correspondence sent to responsible Ministers by the Subcommittee concerning regulations made in 1999 and examined by the Regulation Review Subcommittee during 2000. The Appendix categorises correspondence in accordance with issues which caused the Subcommittee concern. During 2000 the Subcommittee examined 106 Regulations made in 1999. No acknowledgment was received from responsible Ministers concerning SRs 45, 82, 91; 110 and 127.

Confirmation that Certificate Course has commenced and explanation of how accreditation fee works if the number of buses operated changed during the course of a year.

SR 74 – Building (Amendment) Regulations

Planning

Table of incorporated material not very helpful and not very clear.

SR 81 – Zoological Parks and Gardens Administration Charges

Environment & Conservation

Concern that Zoo Chairman given the discretion to set fees.

SR 107 – Drugs Poisons and Controlled Substances (Drugs of Dependence)

Planning

Request that when the Drugs, Poisons and Controlled Substances Act 1981 is remade the Henry VIII clause be removed.

(Note: An Henry VIII clause in an Act is one which permits the amendment of the Act or another Act by regulations.)
