**The bill was the subject of an adverse report by the Committee. The term “adverse reports” is taken to include reports where the Committee’s concerns were not accepted; the bills were not subsequently amended; the Committee was not in a position to report on the bills or the Committee did not finally form a conclusion. It does not simply include those bills in respect of which the Committee does not find that the section 85 provisions are “appropriate and desirable” in all the circumstances. It also includes those bills where the Committee referred the question of whether the section 85 provision is appropriate and desirable to the Parliament to debate.
