Image of Hon. Frederick Sheppard GrimwadeFred Grimwade was born in Melbourne, one of a prominent Victorian family that had already supplied some members of the Victorian Parliament. He studied agriculture at the University of Melbourne and at Iowa State College in the United States and, on his return to Australia, went into farming. In 1956 he married Joan Elizabeth Rich; they had three children.

In 1961 Grimwade became a Pyalong Shire councillor, a position he held until 1980 when the demands of his position as President of the Legislative Council meant that he was no longer able to attend meetings regularly. He was twice Shire president in 1962-63 and 1971-72.

He entered state politics in 1967 when he won the Legislative Council seat of Bendigo for the Liberal Party. He held Bendigo until 1979, and from 1979 until 1987 held the seat of Central Highlands. During this period he was a member of several committees, including the Statute Law Revision Committee.

Grimwade was elected President of the Legislative Council in 1979.
