OVERLAP AND DUPLICATIONThe Committee is currently inquiring into overlap and duplication of roles and responsibilities between the Commonwealth and the State; and areas of responsibility for which the States should have an enhanced role for the benefit of the federation. (See the Committee's Terms of Reference.) The Committee conducts its inquiry by gathering evidence from the public and interested parties. The Committee welcomes submissions relevant to its inquiry, and also conducts Public Hearings on matters under investigation. The Committee's First Report was tabled on October 14th 1997. The report discusses the role of the States in Australia's international treaty processes. The Committee's Second Report was tabled on October 29th in the Legislative Assembly and on November 10th 1988 in the Legislative Council. The report focuses on issues of intergovernmental relations, including Australia's systems of grants and taxation. The Committee's Third Report was tabled on May 13th 1999. The report builds on the findings of the Second Report, as well as a consideration of federal mechanisms in a number of other countries, to make recommendations for the strengthening of the Australian federal system. The recommendations focus particularly on the need for robust and enduring intergovernmental institutions, improved funding for the States, and reform of the Senate. The Committee's Fourth Report was tabled on May 25th 1999. The report is in two volumes. The first volume analyses Commonwealth grants to the States, focussing in particular on Specific Purpose Payments. The second volum is a register of Specific Purpose Payments received by Victoria.
