Inquiry into the Allocation of Water Resources for Agricultural and Environmental Purposes

 

The Terms of Reference for the Inquiry into the Allocation of Water Resources for Agricultural and Environmental Purposes in Victoria were referred to the Committee by the Legislative Council on 1 March 2000.  The Committee commenced the Inquiry on 7 August 2000.  An interim report was tabled in Parliament on 28 November 2000, with the final report tabled on 21 November 2001.

Inquiry Report

The Report outlines the results of the Committee’s inquiry into the allocation of water resources for agricultural and environmental purposes.

It includes an overview of Victoria’s water resources and their use.  The Committee’s assessment of the supply of water resources for agriculture and the legislative support for such use is included, as is its assessment of the legislative provision for environmental flows and the relationship between the management of catchments, groundwater and surface water.  The Report also covers groundwater and stream-flow management plans and the role of water trading in the allocation of water.  One chapter in the report focuses on the potential for making water savings through on-ground action on properties.

The Report includes all of the Committee’s findings – which cover the available mechanisms for water allocation and management, including markets, trading and water pricing, as well as findings about the potential for saving water.
