Inquiry into Veterinary Pathology Services

 

Terms of Reference

The Terms of Reference for the Inquiry into Veterinary Pathology Services were referred to the Committee by the Governor in Council and gazetted on 22 March 2001.

The Terms of Reference are to inquire, consider and report on the adequacy and effectiveness of existing veterinary pathology services to:

(i)                  assess the current and future requirements of the Victorian livestock industries, government and veterinarians for veterinary pathology services;

(ii)                assess the adequacy and effectiveness of current veterinary pathology services (within the Department of Natural Resources and Environment and externally) to support the Department’s animal health programs and to meet the needs of the Victorian livestock industries;

(iii)               make recommendations on the effect arrangements for provision of veterinary pathology services to meet the future needs of the Victorian livestock industries;

(iv)              report by 31 October 2001.

Inquiry Process

The Committee commenced the inquiry in February 2002.  Written submissions are invited, with the closing date for submissions being 22 May 2002.

A series of public hearings has been scheduled. The Committee invites individuals and organisations to register their interest in addressing the Committee at one of these hearings. Additional regional venues may be arranged, subject to demand. To register to present evidence please contact the Committee via email at enrc@parliament.vic.au or by phone on (03) 9651 3533. Members of the public with an interest in the Inquiry are also welcome to attend the hearings as observers – there is no need to book but people are advised to check with the Committee office prior to the hearing to confirm the venue arrangements.

The scheduled hearings are:

People and organisations interested in the Inquiry are encouraged to contact the Committee so that they can be included on the Committee’s mailing list.

The Committee anticipates that its final report will be tabled in Parliament before the end of the year.

Discussion Paper

A discussion paper has been published to assist those wishing to make submissions to the Inquiry. The discussion paper describes the role and development of veterinary pathology services in Victoria, as well as Victoria's animal health programs and the animal health needs of Victoria's livestock industries. Commonwealth roles and responsibilities are also covered as is an outline of the current provision of veterinary pathology services in Victoria. The document includes a number of discussion points.

Transcript of Evidence

A transcript is made of the evidence given to the Committee at public hearings.  Witnesses presenting evidence generally comprise representatives of relevant peak bodies and government agencies as well as interested individuals and groups.

The Parliament produces a document titled Progress on Investigations which provides up to date information on inquiries being undertaken by the Parliamentary Committees.

Inquiry Report

The report outlines the findings and recommendations of the Committee's inquiry into veterinary pathology services.

The report covers the Committee's investigation into current and future requirements of the livestock industry, veterinarians and government health programs and the adequacy and effectiveness of disease investigation services, disease surveillance and emmergency preparedness.

The report also outlines a number of possible approaches to improve the delivery of veterinary pathology services, with the Committee's preferred arrangements defined in the report's recommendations.

The report was tabled in Parliament on 4 June 2003.
