APPENDIX F BALLAST WATER SHORE DISCHARGE PIPING SYSTEM INSTALLATION COST ANALYSIS
This analysis was prepared for the Environment and Natural Resources Committee by Mr Eric McIlwain, Consultant, Shipping Operations Manager, Kepel Canscross Drydock, Brisbane, Queensland.
The following cost analysis is based on a standard handysize bulk carrier (length 159 m, breadth 22.9 m, depth 9.97 m, 22,000 dwt). The timescale for installation of the pipework would be 5 - 6 days if work was carried out on a 24 hr/day basis. The manufacture of the pipe sections would be undertaken prior to installation. This would fit in with the loading/unloading schedule of the vessel. The only period where the ballasting operation of the vessel is likely to be interrupted would be where the pipe penetration into the main ballast line was carried out. The cost of installation of the pipework excluding the offhire time of the vessel would be estimated at A$145,000. Offhire time would depend on the speed of the installation and the loading/unloading schedule of the cargo operations.
The materials required are listed as follows for this type of vessel:
· 45 metres of AS 1835 Seamless Mild Steel Pipe _ 300 mm
· 42 Table E Flanges (AS 2129)
· M24 nuts & bolts to suit (approx 500)
· 30 manufactured pipe brackets (designed to suit pipes and fit on tank bulkheads)
· 2 off 300 mm Butterfly Valves
· 2 off 300 mm Angle Globe ValvesGiven the large variations in design and shape of cargo vessels, each ship would have to be costed on an individual basis. A tanker, for instance, with its ballast lines running on deck would have a considerable lower installation cost. The size of the vessel will determine the amount of pipe required and in turn determine the final installation cost.
SYSTEM OPERATING PROCEDURE
To operate the de-ballasting system via the shore discharge pipes, the procedure listed below would be followed:
