This is particularly so in the case of container vessels at busy terminals.
Port of Melbourne - Option 3
Option 3
The vessel loads cargo to its marks or maximum stability criteria then moves to a berth designated for off-loading contaminated ballast into shore holding tanks, before returning to the original cargo berth to complete loadingDistance
Furthest distance would be a maximum pilotage time of 2 hours. In this instance, distance is calculated as pilotage time owing to speed limits within the respective channels/river (This will cause the vessel's speed to vary over this distance).A. Background Information

a. 1 lines boat (one man) for each of the first three categories, 2 lines boats (4 men) for the crude oil tanker.
b. Calculated to allow 1 tug for each of the first three categories and 2 tugs for the crude oil tanker (tug charges calculated to include letting go and re-berthing after returning from ballast water exchange).
c. Assuming this fee will be charged again upon re-entry into the port.
d. Fuel cost excluding tax. ($130 AUS/tonne - This is subject to market variation).
e. Cost of running the ballast pumps for the duration of the de-ballast. (This includes additional maintenance). There may be an additional cost with this Option caused by any delay of the vessel if the berth is not immediately available upon the vessel's return to port (i.e., another vessel has arrived and taken up the berth). This is particularly so in the case of container vessels at busy terminals.
Port of Portland - Option 3
Option 3
The vessel moves straight to regular cargo loading berth and discharges ballast directly to an on-shore facility while loading.Discharge of ballast could take place at each berth which would enable vessels to carry out normal cargo operations. A pipeline would need to be installed around the port perimeter so that the ballast treatment facility may be accessed from each berth.
