Parliamentary Committees

Select Committees

Summary

Select committees, sometimes known as specific purpose committees, are set up to conduct particular investigations, and are usually made up of members of one House only.

How select committees work

1

Establishment.  Select committees are set up by a resolution of the House under standing orders.  They exist for a length of time specified in the resolution or until the Assembly expires. The resolution will set out all the information the committee needs in order to operate, such as:

·

full details of the inquiry, known as terms of reference, including when the committee must report to Parliament;

·

membership.

2

Assembly practice.  Select committees are relatively uncommon in the Assembly, though they are still potentially part of Assembly practice.  The last Assembly select committee was the Community Welfare Services Files Committee, in 1979.  The Council, however, has had a number of select committees in recent years.
