Divisions

When are Divisions Held?

Summary

When members make a decision, the Chair can announce the result 'on the voices'.  If any member challenges the Chair's opinion a division is held.

Process for calling a division

1 Putting the question.  In order for the Assembly to make a decision, a question is put to the House.  For example, 'that this bill be now read a second time' or 'that the motion be agreed to'.  Questions are decided by a majority of members.
2 On the voices.  The Chair will ask 'all of that opinion say "aye", to the contrary "no".'  Members call out aye or no depending on which way they want to vote. The Chair decides by the sound of the voices whether there are more members voting for or against the question before the House and announces the result.  For example, 'I think the ayes have it'.

Calling for a division.  If a member challenges the Chair's opinion, the Chair announces to the House 'A division is required. Ring the bells.'  A division then takes place.
