Amendments have to follow strict rules; these requirements must be taken into account when amendments are drafted.
| 1 | How text can be amended. The amendment should ask to omit, substitute, or insert/add words. |

Relevancy. Amendments must be relevant to the bill. Those which are irrelevant will not be allowed. Amendments which are reasonably relevant, but do not strictly fall within the bill’s principles, can be considered if the House agrees to extend the scope of the bill. |

Financial amendments. If an amendment involves new or increased government expenditure, it can only go ahead if the Governor recommends an appropriation. Such a recommendation is given in an appropriation message. Messages can only be presented by ministers. |
