Procedures are in place in the Assembly covering when, and how, members can circulate amendments during debates. Copies are also made public at that stage.

During the second reading debate. Under Standing Order 64: |

amendments can be circulated during the second reading debate. |
|

leave is not needed but another member should not be speaking at the time. |
|
· |
a member should confirm with the Clerk that he or she wants to circulate the amendments, the Clerk will explain the wording of the announcement. |

· |
the member may discuss the principles of the circulated amendments during the second reading debate. |
|
· |
under Standing Order 96 for government amendments to be considered at the cut-off time under the program, they must be circulated at least two hours earlier (only government amendments can be considered at this point). |
